There needs to be some quiet study areas and areas where people can congregate to talk or do group project work. I would use both types of areas.
Cafe would be great, as many have mentioned. Why not remove the computers from the skybridge area and put cafe there? Comfortable seating is already there and computer labs are present in Haggard. There are several tables on 2nd floor Wilson overlooking High Street. Convert that area to social area with couch-type comfortable seating and allow food. There are plenty of little pocket areas like this that would be better suited for socializing and food that aren't by the library collections.
In general, the library is one of my favorite places to study due to its proximity to Red Square. Later hours would serve students better than what is currently offered. There needs to be some place for food and/or seating for eating. Sure, it's easy to grab something from Miller Market, but where are we supposed to eat it?
Whatever is decided upon, it would be nice to have a board on 2nd floor Wilson by skybridge that suggests study areas versus socializing areas. Nothing is more annoying than to have most students studying quietly in an area and have a small group come in and chat loudly or have someone practically yelling while having a conversation on their cell phone.

No cafe. I am totally okay with the covered drink rule, allowing only those liquids in. But I don't want to deal with everyone's food everywhere. Take your study group somewhere else, like the VU, if you want the food atmosphere. This is a library, not a coffee shop.
