I really think we should have cell phone free areas, or at least enforced cell phone free areas. There is nothing more annoying than finally finding a QUIET place in the library (which is a rare find!) and then having someone get a phone call. They usually don't have their phone out, so we get to hear the latest ringtone in its entirety before getting to hear the loudmouth's entire 10 minute conversation. The library should be for studying and should have quiet areas!
