Remember when the library was supposed to be a sanctuary somewhere to go and be productive? well with the mass use of cell phones - it has changed.
Looking online there are jammers that can block cell phone signals for about 100 meters. That would be a great investment...
People are assholes and inconsiderate. so more aggressive means need to be taken to deal with self centered people.
just a thought, although i am sure there are some legal ramification's to blocking cell phone signals :)

As mentioned in other replies we will be implementing a revised and well promoted noise management program this fall which we believe will address many of the noise related concerns that have been raised. We'll do this by making it clearer to all users which areas ofthe library complex are designated quiet areas, making group study rooms more available to student groups, and promoting awareness about student voiced concerns regarding noise.
While you are correct many facilities have resorted to cell phone blocking technologies this is not something we choose. If for no other reason there would likely be significant disruption to the wireless network within our buildings that laptop users depend heavily on.

I'm pretty sure there are examples of these available for as little as $200-300.
Setting up one of these in a designated quiet area would go a long way. As for the emergency/doctor-on-call/etc argument, just post enough signs around that anyone who needs 24 hour cell/pager access will know to use a different part of the library. It could even be set up to turn off for a few minutes every hour or so to let voicemail/text messages through.

I agree with disallowing cell phone use in the library.

I agree that many people have inconsiderately long and loud cellphone conversations in the library. I'd also like to see something done about it, but I imagine people need to be able to use their phones in case of emergency (meaning life and death, not party or no party).

thats why you walk outside, or in case of emergency you use a land line in the library. they have worked the last 80 years (land lines) i don't why its a big deal now to have a small area that cell phones cant work. Google search and you will find lots of businesses, schools, churches etc. that do it.
its really not a bad idea.
