I completely agree with you. The signs that say "No Cell Phone Zone" make me laugh when I'm sitting there and someone is having a full-blown conversation with a parent or friend for 20+ minutes. I've noticed some people go in there just to talk on their phones and then leave when they are done not noticing that they just disturbed about 5-10 people.
It would be nice to have quiet space, seeing as computer labs tend to be noisy and I get distracted whenever I can hear talking or music coming through headphones. At least really clear postings about which areas are quiet and which aren't.
